The Role of QCTO in Shaping South Africa's Education Landscape

In the dynamic realm of South Africa's education and training, the Quality Council for Trades and Occupations (QCTO) stands as a key player, shaping the future through its mandate under the Skills Development Act (Act no. 97 of 1998).

The QCTO is part of a trio of Quality Councils, including Umalusi (QC for General Education and Training) and the Council on Higher Education (CHE).


The QCTO collaborates with a diverse range of stakeholders, including employers and industry bodies to ensure that occupational qualifications not only meet the demands of the economy but also uphold high standards of quality.

South Africa's education and training landscape is gearing up for significant changes as the QCTO works towards implementing a unified national quality assurance system for accredited qualifications and skills programs.

It is important to note that from 30 June 2023 the registration end date for all legacy qualifications comes to an end and will not be re-registered due to the QCTO making the implementation of the Occupational Qualifications Sub-framework (OQSF) mandatory from 30 June 2024.
